Section 901.256(a)(2)of theAuditors Actrequires:To obtain a certificate, an individual must have at least one year of professional experience acceptable to the Board, including experience providing services or advice related to accounting, attestation services, management or financial advisory or advisory services, tax services or other services , which the board deems appropriate for an auditor
Rule 501.52—Definitions (4)"certify service" means:
(A) an audit or other engagement required by the Board of Directors in accordance with the auditing standards of the AICPA, PCAOB or any other national or international auditing organization recognized by the Board of Directors;
(B) any review or compilation required to be performed by the Board in accordance with accounting and auditing services standards adopted by the AICPA or any other national or international accounting organization recognized by the Board;
(C) an engagement required by the Board to be performed in accordance with standards for certification engagements adopted by the AICPA or other national or international accounting organization recognized by the Board; or
(D) any other assurance service required by the Board and to be performed in accordance with professional standards adopted by the AICPA or any other national or international accounting organization recognized by the Board;
(22)"Professional accounting services" or "professional accounting work" means services or work that require the specialized knowledge or skills of accountants, including but not limited to:
(A) preparing reports on financial statements;
(B) preparedness obligations under SSARS;
(C) provision of management or financial advisory or advisory services;
(D) preparation of tax returns;
(E) advice on tax matters;
(F) provision of forensic accounting services; and
(G) Provision of Internal Audit Services.

Rule 511.121—Request for Recognition of Experience (a) The Board shall ensure, through the submission of an applicant's qualified supervised work experience, that the applicant applying for the CPA certificate has demonstrated high standards of professional competence, integrity, independence and the ability to learn.
(b) Acceptable work experience as defined in Section 511.123 of this Chapter (relating to reporting work experience) must be in at least one of the following areas:
(1) Attestation Services as defined in Section 501.52(4) of this Title (with respect to Definitions);
(2) professional accounting services or professional accounting work as defined in §501.52(22) of this title.
(c) The Board may, on a case-by-case basis, approve other areas of professional experience recognized as non-routine accounting activity.
(d) An applicant for certification as a CPA must submit an application for recognition of professional experience. The application is to be made on a form prescribed by the Board of Directors and submitted upon completion of the UCPAE.
(e) Acceptable work experience must meet the provision of Section 901.256 of the Act (relating to work experience requirements).
(f) No preliminary decisions are made on the recognition of internships.
Rule 511.122 - Acceptable Work Experience (a) The work experience must be under the supervision of a CPA who has non-routine accounting experience assigned to the applicant and who holds a current license issued by that board or another state board of accountancy pursuant to Section 511.124 of this Chapter has been issued (regarding acceptable oversight).
(b) Non-routine accounting includes attestation services as defined in Section 501.52(4) of this title (with respect to Definitions) or professional accounting services or professional accounting activities as defined in Section 501.52(22) of this title and the use of independent judgment, application of accounting knowledge and -Skills at entry-level or higher to select, correct, organize, interpret and present real-world data as accounting entries, reports, explanations and analysis, spanning a wide range of tax, accounting, insurance and control situations.
(c) All acceptable work experience must be in the following categories, or any combination thereof:
(1) Client practice auditor. All experience in public accounting for clients must be acquired from a supervisor in a duly licensed firm in good standing with the firm's licensing committee and not be of a routine accounting nature that requires constant independent thinking and judgment on important accounting matters.
(2) Industry. All work experience gained in the industry does not have to be of a routine accounting nature, which requires constant independent thinking and judgment in important accounting matters. Acceptable work experience in the industry includes:
(A) Internal Auditor;
(B) HR, fund or tax advisors;
(C) accounting, financial or accounting systems analyst; and
(D) Controller.
(3) Government. All government work experience need not be of a routine accounting nature that requires ongoing independent thinking and judgment in important accounting matters and meets the criteria in subparagraphs (A)-(E) of this paragraph. The Board will consider, on a case-by-case basis, experiences that do not clearly meet the criteria set out in sub-paragraphs (A)-(E) of this paragraph. Acceptable work experience in the public sector includes, but is not limited to:
(A) employment in the state government as an accountant or chartered accountant with salary rating B14 or higher or equivalent;
(B) employment in the federal government as an accountant, chartered accountant, or IRS tax agent;
(C) Employed as a Special Agent Accountant with the Federal Bureau of Investigation;
(D) military service, as an accountant or chartered accountant second lieutenant or higher; and
(E) Employed by other government agencies as an accountant or chartered accountant.
(4) Law Firm. All work experience gained in a law firm need not be of a routine accounting nature, requiring constant independent thinking and judgment on important accounting matters, comparable to the experience typically found in a CPA firm, and being under the supervision of a CPA or an attorney, and must be in one or more of the following areas:
(A) tax planning, compliance and litigation; and
(B) Estate Planning.
(5) Education. Work experience gained as an instructor at a college or university may qualify if there is evidence that independent thought and judgment has been used in non-routine accounting matters. Only upper-level full-time teaching is considered. All experiences are overseen by the department head or a faculty member who is a CPA.
(6) Internship. The Board will consider, on a case-by-case basis, experience gained through an approved accounting internship program provided that the experience was non-routine accounting within the meaning of subsection (b) of this section. If an accounting internship is credited towards meeting the training requirement, the internship may not be used to fulfill professional practice.
(7) Other. Work experience acquired in other positions may be recognized by the Board as experience comparable to that acquired in the practice of public accounting under the supervision of a chartered accountant, after confirmation by the person or persons supervising the applicant, that the experience was of a non-routine accounting nature, requiring constant independent thinking and judgment on important accounting matters.
(8) Self-employment shall not be used to meet professional experience requirements unless approved by the Board.
Rule 511.123 – Reporting of Work Experience (a) The Board requires at least one year of professional experience as described in §511.122 of this Chapter (regarding acceptable professional experience) obtained in one of the following ways:
(1) Full-time employment of 40 hours or more per week for at least 12 months; or
(2) Part-time employment of at least 20 hours per week, pending 2000 hours of accounting experience. The part-time internship must be completed within 24 months of the start of the activity.
(b) All work experience submitted to the Board for consideration must be accompanied by the following items:
(1) a statement from the supervising CPA describing non-routine work performed by the applicant and a description of significant accounting matters requiring the applicant's independent thought and judgment;
(2) a statement from the supervising CPA describing the type of experience the CPA possesses that qualifies him or her to supervise the applicant; and
(3) an affidavit from the supervising CPA stating that he/she has supervised the applicant's work; and expresses its opinion that the applicant is qualified to perform all accounting-related work assigned to the applicant to the professional standards required by the Board.
(a) Acceptable oversight must be performed by a CPA who has experience in the non-routine accounting area assigned to an applicant and who holds an active license or permit in that State or any other State and during the period of not by the CPE's board of directors was exempted from oversight.
Rule 511.124 - Acceptable Oversight
(1) Supervision is always present when the person to be supervised reports directly to the supervisor, is commissioned, checked and assessed. The supervisor in this capacity may be at an intermediate level of supervision above the applicant.
(2) If there is no CPA, acceptable oversight can be obtained if the following conditions are met:
(A) a registered CPA firm is engaged to monitor, review and evaluate work experience; and
(B) the monitoring, review and evaluation of work is carried out on a routine and recurring basis to enable the CPA firm to provide documentation of work experience;
(C) the CPA Firm does not provide attestation services that require independence on the part of the applicant or the applicant's employer; and
(D) the CPA charged with oversight is actively licensed and experienced to provide such oversight in the non-routine accounting area assigned to the applicant.
(3) Telecommunications equipment and computers may be used to facilitate supervision. The Board requires detailed documentation when such devices are used to facilitate surveillance.
(b) It is the responsibility of an applicant to demonstrate that oversight was appropriate and effective in all situations not consistent with the examples above.
